Assoc. Prof Mesut Özcan, Director
Mesut Özcan received his B.A. in Political Science and International Relations from Marmara University in 2000 and his M.A. in 2002 from the same institution. He completed his Ph.D at Boğaziçi University Atatürk Institute in 2007. He studied at St. Antony’s College, Oxford University on the Jean Monnet Master Scholarship for one year in 2005-2006.,
He worked as a research assistant at Beykent University from 2000 to 2005. Özcan was a visiting scholar at Kuwait University’s Department of Political Science for a short period of time in 2009. He lectured at Istanbul Ticaret University’s Department of International Relations from 2007 to 2011.
Dr. Özcan served at the Center for Strategic Research (SAM) as the Deputy Chairman between 2011 and 2013 and as the Acting Chairman between 2013 and May 2014. He is currently the Director of Diplomacy Academy.
Özcan is the author of three books: Sorunlu Miras Irak (Istanbul: Küre, 2003), Harmonizing Foreign Policy: Turkey, the EU and the Middle East (Aldershot: Ashgate, 2008), and Medeniyetler ve Dünya Düzen(ler)i, Mesut Özcan and Muzaffer Şenel (ed), (Istanbul: Klasik, 2010). He has published articles and book chapters on Turkish Foreign Policy, Middle Eastern Politics and Iraq. He serves on the editorial boards of Insight Turkey, Divan and Perceptions journals.
Burcu Çevik, Minister Plenipotentiary
Ms. Burcu Çevik holds a BSc and an MS in International Relations from the Middle East Technical University. She joined the Ministry of Foreign Affairs in 1996. She served at the Turkish Embassy in Baku (1998-2000), Turkish Permanent Delegation to NATO/Brussels (2000-2001) Turkish Permanent Delegation to UN/Vienna (2003-2004) and Turkish Permanent Delegation to the OECD/Paris (2006-2010) respectively.
During her service at the Ministry of Foreign Affairs, Ms. Çevik worked at Deputy Directorate Generals -Caucasia (1996-1998), and America (2001-2003). Later, she worked as First Secretary at the Deputy Undersecretariat for Administrative Issues (2004-2006) and as Head of Department at the Deputy Directorate General for Multilateral Economic Relations (2010-2012). Ms. Çevik worked as Head of Department to Diplomacy Academy from 2012 to June 2015. She serves as Minester Plenipotentiary at Diplomacy Academy since June 2015.
Didem Zeynep Yılbaş, Head of Department
Ms. Didem Yılbaş holds BSc and MSc degrees in International Relations from the Middle East Technical University. She joined the Ministry of Foreign Affairs in 1995. She served at the Turkish Embassies in London (1997-2000), Bishkek (2000-2002), Seoul (2005-2007) and Zagreb (2009-2013).
During her service at the Ministry of Foreign Affairs in Ankara, Ms. Yılbaş worked at the following Deputy Directorate-Generals (DG):
-DG for Policy Planning (1995-1997),
-DG for South Asia (2002-2005),
-DG for East Asia (2007-2009),
-DG for Southeast Asia and Pacific (2013-2017).
Ms. Yılbaş is serving as Head of Department at the Diplomacy Academy since March 2017.
Tuğba Özdenfedakar, Head of Section
Ms. Tuğba Özdenfedakar graduated from Political Science and International Relations Department at Başkent University in 2003 and joined the Ministry in 2004. She served as Vice Consul at the Turkish Consulate General in Jeruselam(2006-2008). She served as Third and Second Secretary at the Turkish Embassy in Bratislava(2008-2011) and as Councellor at the Turkish Embassy in Rome(2014-2017) respectively.
During her service at the Ministry of Foreign Affairs, Ms Özdefedakar worked as Candidate Career Diplomat and Attache at the Deputy Directorate General for Multiliteral and Bileteral Cultural Relations(2004-2006). Later, she worked as Second Secretary, First Secretary and Head of Section at the Deputy Directorate General for South Asia. Ms. Özdenfedakar worked as Head of Section at Diplomacy Academy since March, 2017.
Ali Kayahan Özkayım, Second Secretary
Mr. Ali Kayahan Özkayım graduated from Business Administration Department at Marmara University in 2010 and joined the Ministry in 2011. He served as Third and Second Secretary at the Turkish Embassy in Niamey and Turkish Embassy in Skopje (2014-2017) respectively.
During his service at the Ministry of Foreign Affairs, Mr. Özkayım worked as Candidate Career Diplomat and Third Secretary at the Deputy Directorate General for NATO and Euro-Atlantic Security and Defense Affairs and Deputy Directorate General for the Balkans and Central Europe (2012-2013). Mr. Özkayım serves as Second Secretary at Diplomacy Academy since September, 2017.
Emre Avcı, Third Secretary
Mr. Avcı graduated from Mechanical Engineering Department at Yıldız Teknik University in 2012. He works at the Diplomacy Academy since May 2014.
Merve Melikoğlu, Consular and Expertise Officer
Merve Melikoğlu received her B.A. in Political Science from Galatasaray University in 2010. She studied at Sciences Po Bordeaux on the Erasmus Scholarship for one year in 2008-2009. She received her M.A. from Sciences Po Bordeaux with “Eiffel Excellence Scholarship” in 2012. She works at the Diplomacy Academy since May 2016.
Gülşen Güler, Consular and Expertise Officer
In 2009, Gülşen completed her undergraduate degree at Hacettepe University Department of English Linguistics, and studied for one semester at Uppsala University (Sweden) Department of World Languages and Literarure as an Erasmus student. In addition, she held oil painting exhibitions in Kayseri, Bodrum and Stockholm. She has been writing her master thesis on art at Yıldız Technical University Department of Humanities and Social Sciences. In May 2016, she joined the Ministry of Foreign Affairs as a Candidate Consular and Expertise Official and she serves at the Diplomacy Academy.
Ecem Üst, Consular and Expertise Officer
She graduated from Galatasaray University, Department of Applied Foreign Languages in 2014. During his undergraduate studies, she studied at INALCO Paris as a scholarship in Turcology and French as a Foreign Language during the academic year of 2012/2013. She started her Master's Degree in International Negotiation at the University of Aix-Marseille in 2015 and is writing his thesis on multiculturalism. He worked as a contracted secretary at the Consulate General of Marseille during her graduate studies. In September 2017, she joined the Ministry of Foreign Affairs as a Candidate Consular and Specialized Officer and worked for Diplomatic Academy since then.
Dilek Şahin Borjigon, Headquarters Officer
Ms. Dilek Şahin Borjigon graduated from Van Vocational Trade School in 1994. She worked as a computer operator at Financial and Administrative Affairs Department in the Ministry of Foreign Affairs from 1995 to 1998 and as a contracted staff in Turkish Embassy in Ulan Bator from 1998 to 2012. She works at the Diplomacy Academy since December 2012.
Dila Altay, Headquarters Officer
Ms. Dila Altay graduated from the Faculty of Education, Science Teaching Department at Ataturk University in 2010. She works at the Diplomacy Academy since September 2016.
Zafer Korkmaz, Translator
Mr.Zafer Korkmaz, graduated from Faculty of Education, English Language Teaching Department at Anadolu University in 2010. He joined the Ministry in 2011 as a Translator at the Human Resources Department. Mr.Korkmaz, works at the Academy since May 2017 .He is married with one daughter.
Ali Onuk, Headquarters Officer
Mr. Onuk graduated from the Faculty of Literature, Department of American Culture and Literature in 2010. He worked at the Ministry of Energy and Natural Resources bettween 2010 and 2016. He works at the Diplomacy Academy since January 2016.
Hanife Zaimoğlu, Headquarters Officer
1998 yılında Ankara Üniversitesi Fen Fakültesi Matematik bölümünden mezun olmuş ve aynı yıl Milli Eğitim Bakanlığı’nda memuriyete başlamıştır. 2011-2012 yıllarında Dışişleri Bakanlığı Teftiş Kurulu Başkanlığı’nda Bilgisayar İşletmeni olarak çalışmıştır. 2017 yılı Eylül ayından itibaren Diplomasi Akademisi Başkanlığı’nda Bilgisayar İşletmeni olarak görev yapmaktadır.
Aziz Deveci, Translator
Mr. Deveci graduated from Faculty of Translation and Interpretation at Dokuz Eylül University in 2011. He worked at the Ministry of Finance between 2011 and 2017. He works at the Diplomacy Academy since October 2017.
